Political identity, as one of the fundamental concepts in constructivist theory, plays a decisive role in shaping the foreign policy orientation of states. This article aims to develop a constructivist analytical framework to explain how political identity influences the foreign policy of the Islamic Republic of Iran. Using a library-based research method and drawing on the core assumptions of constructivism—particularly the ideas of Alexander Wendt—such as intersubjective structures, identity as a determinant of interests, the dialectical relationship between agent and structure, othering, and the prioritization of identity components, this study analyzes the relationship between identity and foreign policy. Data were collected from authoritative Persian and English sources, including specialized books, peer-reviewed academic articles, high-level policy documents, and official statements. The findings indicate that Iran’s political identity consists of five fundamental components: Shi’a Islamism, Iranian nationalism, revolutionaryism, independence-seeking and anti-domination, and justice-orientation. The process of “othering,” with the “West” as the hegemonic Other and “Israel” as the illegitimate Other, plays a central role in defining the Self and shaping Iran’s foreign policy orientation. The mechanism through which identity influences foreign policy operates at three levels: defining the Self and the Other, defining national interests, and legitimizing policies. realist and liberal theories, due to their neglect of non-material variables, are unable to fully explain Iran’s foreign policy. Constructivism, as a theoretical “third way,” provides an effective framework for analyzing Iran’s external behavior and demonstrates that foreign policy is not merely a “rational action,” but also an “identity-based action.”
