Abstract
The aim of the present study is to identify the factors contributing to spatial imbalance in Kohgiluyeh and Boyer-Ahmad Province and to design scenarios for achieving equilibrium in the spatial domains of this province through a territorial planning approach. The research method employs a mixed and combined approach of quantitative and qualitative methods with a futurist nature. The required data were collected through surveys and interviews with experts within the framework of the Delphi method. MicMac and Scenario Wizard software were used for data analysis. The results of MicMac software showed that spatial equilibrium in Kohgiluyeh and Boyer-Ahmad Province has an unstable system, and among the factors examined, the dominant management and planning approach in the province, the prevalence of ethnic and tribal perspectives in provincial macro-management, weak management, managers unfamiliar with territorial planning principles, lack of a strong executive structure for spatial equilibrium, a single-core system, and the geographical distribution of resources are the most influential factors contributing to spatial imbalance in this province. Additionally, based on the results of the Scenario Wizard software, among the 9 strong and probable scenarios, the first scenario exhibits completely favorable conditions and a progressive path for improving the current situation, achieving spatial equilibrium in the territorial domain, and addressing inequalities. This scenario emphasizes planning towards achieving equilibrium in the geographical distribution of resources by improving micro and macro provincial management structures, better coordination among organizations and integration of organizational perspectives, policies, and actions, shifting the management approach towards specialized personnel and reducing the power of tribes and individuals in county and macro decision-making. It aims to improve the management process and steer planning towards a provincial macro perspective with a spatial-territorial outlook.
