One strategy for crisis management is spatial analysis to identify vulnerable areas and reduce damage from environmental hazards. The aim of this research is to examine the preventive role of crisis management in reducing earthquake-related casualties in District 2 of Tehran. This research is applied in nature and employs an exploratory-analytical method. Data and information were collected through documentary and field methods. Data analysis was conducted using ArcGIS software and the TOPSIS model. The study area encompasses the nine zones of District 2 of Tehran. To assess vulnerability in the region and manage crises, indicators such as parcel size and dimensions, building quality, population density, distance from faults, and availability of green space were used. The findings indicate that, among the nine zones in District 2 of Tehran, based on the studied indicators, Zones 3, 5, 6, and 8 exhibit the highest vulnerability, while Zones 1, 2, 4, and 7 exhibit the lowest. According to the TOPSIS model, the criterion of structural resistance during an earthquake scored 0.6842, ranking it first among the evaluated criteria. Consequently, for preventive actions and crisis management aimed at reducing vulnerability before an earthquake occurs, priority should be given to developing open and green spaces, establishing crisis management shelters, controlling population growth in the areas, and enhancing the renovation and strengthening of urban structures.
