تحلیلی بر اثرات زیست‌محیطی پروژه‌های محرک توسعه‌ی شهری (مطالعه موردی: کلان‌شهر تبریز)

چکیده
توجه به اصول اکولوژی و حفظ محیط‌زیست در برنامه‌ریزی شهری و پروژه‌های محرک توسعه امری ضروری است. در این راستا، با توجه به اصول توسعه‌ی پایدار و شاخص‌های زیست‌محیطی آن، هدف از تحقیق حاضر بررسی اثرات زیست‌محیطی پروژه‌های محرک توسعه‌ی شهری در کلان‌شهر تبریز و ارائه‌ی راهبردهایی به‌منظور سلامت زیست‌محیطی این پروژه‌ها می‌باشد. روش تحقیق در پژوهش حاضر از نظر نوع آمیخته، از نظر هدف کاربردی و از نظر ماهیت اکتشافی است که در راستای تجزیه و تحلیل داده‌ها از روش تحلیل شکاف و ضریب رگرسیون لگاریتمی در نرم‌افزار SPSS استفاده شده است. یافته‌های تحقیق نشان می‌دهد که پروژه‌های محرک توسعه‌ی کلان‌شهر تبریز در ابعاد چشم‌اندازهای طبیعی، پوشش گیاهی، زباله و پسماند و آلودگی‌های زیست‌محیطی دارای اثرات مثبت و منفی بوده‌اند. نتایج شکاف تغییرات نیز نشان می‌دهد که چشم‌اندازهای طبیعی و پوشش گیاهی با عملکرد منفی و زباله و پسماند و آلودگی‌های زیست‌محیطی با عملکرد مثبت مواجه بوده‌اند. همچنین بیشترین شکاف تغییرات با ارزش 08/1– مربوط به چشم‌اندازهای طبیعی و تخریب آن و کمترین شکاف تغییرات با ارزش 55/0 مربوط به آلودگی‌های زیست‌محیطی و کاهش آن ناشی از ایجاد پروژه‌های محرک توسعه در کلان‌شهر تبریز می‌باشد. درنهایت به‌منظور سلامت زیست‌محیطی این پروژه‌ها نیاز به مدیریت استراتژیک در ابعاد تهیه و طرح‌ریزی پروژه (مکان‌یابی و بررسی اثرات محیط‌زیستی)، تدوین قوانین و مقررات الزام‌آور زیست‌محیطی و اجرا (غربالگری زیست‌محیطی بر مبنای شدت و اهمیت اثرات بالقوه‌ی زیست‌محیطی) ضروری می‌باشد.

چکیده English

It is essential to pay attention to the principles of ecology and environmental protection in urban planning and development-stimulating projects. In this regard, considering the principles of sustainable development and its environmental indicators, the aim of the present study is to investigate the environmental impacts of urban development stimulus projects in Tabriz metropolis and to present strategies for the environmental health of these projects. The research method in the present study is mixed in terms of type, applied in terms of purpose, and exploratory in nature, which in order to analyze the data, have been used the gap analysis method and logarithmic regression coefficient in SPSS software. The research findings show that the development stimulating projects of Tabriz metropolis have had positive and negative effects in terms of natural landscapes, vegetation, waste and waste, and environmental pollution. The results of the change gap also show that natural landscapes and vegetation have had negative performance, while waste, waste, and environmental pollution have had positive performance. Also, the largest change gap with a value of -1.08 is related to natural landscapes and their destruction, and the smallest change gap with a value of 0.55 is related to environmental pollution and its reduction due to the creation of development-stimulating projects in Tabriz metropolis. Ultimately, for the environmental health of these projects, strategic management is essential in the dimensions of project preparation and planning (situation and environmental impact assessment), formulation of binding environmental laws and regulations, and implementation (environmental screening based on the severity and significance of potential environmental impacts).
