چهارچوب مفهومی به‌کارگیری ساخت‌وساز مدولار حجمی برای تأمین مسکن اجتماعی/قابل‌استطاعت و ارتقای کیفیت زندگی

چکیده
مسکن از اساسی‌ترین و حساس‌ترین حوزه‌ها در برنامه‌ریزی توسعه اقتصادی و اجتماعی است و شکل‌گیری آن از عوامل فرهنگی، اقلیمی، اقتصادی - معیشتی و نیز تکنیک‌های ساخت در جامعه استفاده‌کننده اثر می‌پذیرد. در عین حال، مسکن صرفاً یک کالبد فیزیکی نیست، بلکه نهادی با کارکردهای چندبعدیِ مکانی، کالبدی، اقتصادی، اجتماعی و روان‌شناختی محسوب می‌شود. در چنین بستری، «مسکن قابل‌استطاعت» به معنای سنجش تناسب هزینه‌های ابتدایی و جاری مسکن با توان اقتصادی خانوار (همراه با ظرفیت پاسخ‌گویی به نیازهای فرهنگی-اجتماعی، به‌ویژه برای دهک‌های پایین درآمدی) به یکی از محورهای اصلی سیاستگذاری تبدیل شده و در بسیاری از زمینه‌ها، ضعف سازوکارهای بازار و نابرابری دسترسی را برجسته کرده است. همچنین «مسکن اجتماعی» به‌عنوان شکلی از مداخله و حمایت نهادی در تأمین مسکن گروه‌های کم‌درآمد و میان‌درآمد، با سه ویژگیِ غیرانتفاعی بودن، واگذاری مبتنی بر تعریف «نیاز»، و نظارت گسترده دولت، جایگاه مهمی در تاریخ سیاست مسکن یافته است. از سوی دیگر، رویکردهای کیفیت زندگی و رضایتمندی نشان می‌دهند که کیفیت سکونت و محیط مسکونی از عوامل کلیدیِ رضایت از زندگی و زیست‌پذیری شهری است و کیفیت زندگی مفهومی چندبعدی و زمینه‌مند است که هم بر شاخص‌های عینی و هم بر ادراکات ذهنی تکیه دارد. در این میان، ساخت‌وساز مدولار حجمی و پیش‌ساختگی به‌عنوان راهبردی برای کاهش زمان ساخت، ارتقای کنترل کیفیت، کاهش اتلاف و افزایش مقیاس‌پذیری تولید، ظرفیت هم‌سویی با الزامات مسکن اجتماعی و مقرون‌به‌صرفه را نشان می‌دهد. بر همین اساس، این مقاله با تلفیق سه جریان ادبیاتِ «مسکن اجتماعی/قابل‌استطاعت»، «پیامدهای سکونتی (کیفیت زندگی/رضایتمندی/زیست‌پذیری)» و «فناوری ساخت مدولار حجمی»، چارچوبی مفهومی ارائه می‌کند که در آن سازوکارهای سیاستی-نهادی و ویژگی‌های فناوری ساخت، از مسیر شاخص‌های اقتصادی، کالبدی، تراکمی و اجتماعی مسکن، به پیامدهای کیفیت زندگی و رضایتمندی ساکنان پیوند داده می‌شوند.

چکیده English

Housing constitutes one of the most fundamental and sensitive sectors in economic and social development planning. Its formation is influenced by cultural, climatic, socio-economic, and livelihood factors, as well as the construction techniques prevalent in the user society. Simultaneously, housing is not merely a physical shell but a multi-dimensional institution with spatial, physical, economic, social, and psychological functions. Within this context, "affordable housing"—defined by the balance between initial and ongoing housing costs and a household's economic capacity (while also addressing socio-cultural needs, particularly for lower-income deciles)—has become a central pillar of policymaking. It has, in many instances, highlighted the shortcomings of market mechanisms and the resulting inequalities in access. Furthermore, "social housing," as a form of institutional intervention and support in providing housing for low- and middle-income groups, holds a significant position in the history of housing policy. It is characterized by three key features: its non-profit nature, allocation based on defined "need," and extensive government oversight. On another front, quality of life and satisfaction approaches demonstrate that the quality of dwelling and the residential environment are key determinants of life satisfaction and urban livability. Quality of life is understood as a multi-dimensional and context-dependent concept, relying on both objective indicators and subjective perceptions. In this vein, volumetric modular construction and prefabrication emerge as a strategy to reduce construction time, enhance quality control, minimize waste, and increase production scalability, demonstrating the potential to align with the requirements of social and affordable housing. Accordingly, this paper synthesizes three streams of literature—"social/affordable housing," "residential outcomes (quality of life/satisfaction/livability)," and "volumetric modular construction technology"—to propose a conceptual framework. This framework connects policy-institutional mechanisms and construction technology characteristics to the economic, physical, density-related, and social attributes of housing, which in turn are linked to the ultimate outcomes of residents' quality of life and satisfaction.
