A Conceptual Framework for the Application of Volumetric Modular Construction in Delivering Social/Affordable Housing and Enhancing Quality of Life

Abstract
Housing constitutes one of the most fundamental and sensitive sectors in economic and social development planning. Its formation is influenced by cultural, climatic, socio-economic, and livelihood factors, as well as the construction techniques prevalent in the user society. Simultaneously, housing is not merely a physical shell but a multi-dimensional institution with spatial, physical, economic, social, and psychological functions. Within this context, "affordable housing"—defined by the balance between initial and ongoing housing costs and a household's economic capacity (while also addressing socio-cultural needs, particularly for lower-income deciles)—has become a central pillar of policymaking. It has, in many instances, highlighted the shortcomings of market mechanisms and the resulting inequalities in access. Furthermore, "social housing," as a form of institutional intervention and support in providing housing for low- and middle-income groups, holds a significant position in the history of housing policy. It is characterized by three key features: its non-profit nature, allocation based on defined "need," and extensive government oversight. On another front, quality of life and satisfaction approaches demonstrate that the quality of dwelling and the residential environment are key determinants of life satisfaction and urban livability. Quality of life is understood as a multi-dimensional and context-dependent concept, relying on both objective indicators and subjective perceptions. In this vein, volumetric modular construction and prefabrication emerge as a strategy to reduce construction time, enhance quality control, minimize waste, and increase production scalability, demonstrating the potential to align with the requirements of social and affordable housing. Accordingly, this paper synthesizes three streams of literature—"social/affordable housing," "residential outcomes (quality of life/satisfaction/livability)," and "volumetric modular construction technology"—to propose a conceptual framework. This framework connects policy-institutional mechanisms and construction technology characteristics to the economic, physical, density-related, and social attributes of housing, which in turn are linked to the ultimate outcomes of residents' quality of life and satisfaction.
